I fail to see the reason for passing me over when these two new posts were ereated. I am a diplomate (A.M. I. E. E. ) of the Bondon Institutionof Flestrical Engineers (since 1918) and, although comparisions are invidious, I am constrained to point out that none of the two men plased above me possesses a similar diploma.

If 19 years service, ineluding 5 years put in with the Naval Forses in Europe, during the Great War, as Chief P.0. on electrical and submarine work, is of sonsequence or is a recommendation, I am at a loss to know why I was passed over by men who would slain neither better qualifications, nor superior technical knowledge, nor even seniority in the serviss, unless

it was due to favouritism or some occult reason.

I trust that H. E. the Governor will kindly and

justly look into the matter and right the wrong which has been

done to me in the alternative, I beg that arrangements be made

for my promotion and transferenos to another Golony.
